DA Approval in Sydney. Done Right, First Time.

Most DA applications fail not because of bad design — but because of poor strategy, wrong documentation, and Building Designer / Architects who lodge and disappear. Profectus Design has achieved first-time DA approval across 29 lodgements in 14 Sydney and NSW councils. We know what councils look for, how to manage RFIs before they become delays, and how to get your project approved without unnecessary cost or wasted time.

What Is a Development Application?

A Development Application (DA) is the formal process of seeking council approval to build, alter, or use land in a way that doesn't comply with certain planning codes automatically. Unlike a Complying Development Certificate (CDC), which is processed by a private certifier, a DA goes to your local council for assessment.

Wondering whether your project needs a DA or CDC? Here's how the two pathways compare — and when a DA is actually the smarter choice.

FeatureDevelopment Application (DA)CDC — Complying Development

DAs offer greater design freedom — when your vision matters more than the fastest possible timeline, a DA is the right pathway. With the right strategy and documentation, they don't have to be slow.

Why Most DA Applications Fail or Stall

Common DA Failure Points

  • Poor pre-lodgement strategy — submitting without understanding the council's specific concerns for the site
  • Incomplete or incorrect documentation — missing BASIX, incorrect shadow diagrams, inadequate SEE
  • Slow RFI responses — council sends a request for information, and the Building Designer/Architect takes weeks to respond
  • Design that ignores the DCP — proposing what the client wants without testing it against the development control plan
  • No neighbour notification strategy — ignoring objections instead of addressing them proactively

What Profectus Design Does Instead

  • Pre-lodgement meeting with council on complex sites before a single drawing is produced
  • Full documentation checklist completed and reviewed internally before lodgement
  • Where consultant input is required, relevant consultants contacted same day with a confirmed response timeframe — council updated immediately so assessment isn't paused unnecessarily
  • DCP compliance reviewed at concept stage, not after DA is lodged
  • Potential objection points identified early and addressed in the Statement of Environmental Effects
Reviewing council RFI documentation and building plans
Council RFI Management

Where Most Projects Lose Time

Once a DA is lodged, council may issue a Request for Information (RFI) — asking for additional documentation, clarification, or design changes before they can proceed with assessment.

How your Building Designer / Architect handles an RFI determines whether your project moves forward in days or stalls for months.

"RFIs responded to within 48 hours where Profectus Design can respond directly. Where a consultant response is required — structural, hydraulic, acoustic — we contact the relevant consultant same day, confirm their turnaround, and update council immediately so they know the response is in progress. You're never left wondering what's happening."

Our RFI management process:

  • RFI received and reviewed same day
  • Response strategy agreed with client within 24 hours
  • Where consultant input is required, relevant consultants contacted same day with a confirmed response timeframe — council updated immediately so assessment isn't paused unnecessarily
  • Council follow-up managed directly by Profectus Design — you don't need to chase anyone
  • RFI log maintained throughout the DA process so nothing falls through the cracks

Our DA Process — What Happens and When

Site Feasibility & Strategy

Before a single drawing is produced, we review your site against the planning controls, identify any constraints, and determine the right approval strategy. This is where DA applications are won or lost.

Concept Design

We design a scheme that responds to your brief and is tested against the DCP and council requirements simultaneously — not one after the other.

Pre-Lodgement Meeting (Where Required)

For complex sites or sensitive councils, we hold a pre-lodgement meeting with council to test the scheme and get informal feedback before committing to final documentation.

DA Documentation

Full DA package prepared: architectural drawings, shadow diagrams, BASIX certificate, Statement of Environmental Effects, and all required consultant reports coordinated and reviewed.

Lodgement & Assessment Management

Application lodged. We manage the entire council assessment process — RFI responses, additional information requests, neighbour notification management, and ongoing council communication.

Conditions of Consent & Next Steps

Once approved, we review the conditions of consent, brief you on any requirements, and guide you into the Construction Certificate and documentation phase.
